By charging $16 for cars and $32 for trucks entering the Central Business District, imposing a surcharge on taxi medallions and charging higher curbside parking within the district, New York City could totally eliminate fares for subways and buses, says a preliminary report by Nurture New York's Nature, an advocacy group. The report says that the fees would reduce traffic in the district by 25 percent and 10 percent citywide, resulting in $4 billion in annual savings through increased productivity.
